Transit is governed by a separate set of customs procedures, and regulated by Diploma Ministerial No. 116/2013 of 8th August.
Transit is the regime whereby goods enter the country, cross it, and depart from another border (land, sea or air). A declaration is made to customs on entering and leaving the country, and the goods are considered to be under customs control while crossing the country. There is therefore no intention of selling the goods within Mozambique, and no duties are applied, subject to the provision of a guarantee, which is released on completion of the transit (i.e. departure of the goods from the national territory). Some goods do not require a guarantee to be paid, for a full list see Annex 1 of the Ministerial Diploma mentioned above. The goods must follow the declared route, and may be sealed or otherwise secured by customs on entry, to prevent unauthorized opening, tampering or sale.
